Why are these packages in non-free?

I have instaled the common english debs and all gone fine. But I have one problem. I want to add a link to LinuxFocus on my local home page. To do this the best thing will be to have an index.html file in /usr/doc/linuxfocus/English or in /usr/doc/linuxfocus with linx to particular editions. If this can be put in english common this will be great.
And on remark. If I know the place of such docs in debian structure starting from potato at least is in /usr/share/doc not in /usr/doc. In /usr/doc is only link to /usr/share/doc.
